Recently, a CA DMV worker got into hot water because he personally contacted an applicant at home and begged and pleaded with them NOT to get the sex change operation they were planning on getting. http://sanfrancisco.cbslocal.com/2010/12/11/dmv-employee-put-on-administrative-leave-after-transgender-womans-complaint/
Yes it is discrimination, There are people who have drivers licenses that can’t use their legs. They have hand controls installed in their vehicles. I have a friend who lost both of his legs in an auto accident, and he has hand controls in his vehicle and he drives as good as anyone else who has legs, probably better.
