Federal employees have a slightly different process. Here’s a link for you:

Depends on the retaliation. If it is under whistle-blower, then to regulators, law enforcement agencies, to the media or to groups concerned with the issues. Whistleblower complaints. Workers who file complaints with DOL/OSHA are protected from discrimination.
