Is sexual harassment is blown out of proportion?

I think sexual harassment is blown out of proportion these days, what do you think? Just to be clear when i say its blown out of proportion I’m clearly not talking about a man approaching a woman and saying “nice tits” or something graphic because that obviously is harassment. What i am saying is that it seems that even if you try and chat up a girl that that can be considered harassment to some degree, I want to know peoples opinion on this, and if they have experienced this mis handling of a serious accusation?
