My husband’s manager yells, curses, and pushes my husband, what can be done?

We live in Illinois. They currently undergoing legislation to start a workplace abuse act that states employees cannon treat employees in a hostile manner. They specifically state in the bill that employees have little rights when it comes to abuse/harassment in the workplace unless it falls under the already classified harassment laws (sex, race, origin, etc…) The whole point of the bill is to protect him in this situation. However it has not passed yet they are still debating and amending the act. His manager is constantly yelling and cursing at him and will even push him out of her way if she thinks she can do it faster. He has told the higher up manager and asked them not to schedule him with this specific manager. However they ignore him. What can he do to get this behavior to stop. Should he bring up this proposed bill? It looks like it will pass sometime next year. This bill already shows that Illinois is thinking about this kind of harassment so if he quits because the manager refuses to do nothing will he have a legal leg to stand on?
My hubby is not a wuss he is just smart enough to know that even if someone pushes you first you don’t retaliate (esp. on a woman) because he doesn’t want to go to jail. He is trying to get this resolved the legal way with out involving police etc…
